In Russia, the vast majority of nursing homes located in the municipal jurisdiction and is funded from the budget. As Russian society is in a state of social transformation and progress of transition to a nuclear family, attitudes toward nursing homes in the Russian society is ambiguous. As a rule, their guests are elderly, or have no close relatives, or do not support relations with them. Often come from disadvantaged backgrounds, those released from prison, ex-homeless, mental illness, etc. The guests of nursing homes - the most vulnerable category of citizens, entirely dependent on public assistance. Due to limited funding and poor control over the use of living conditions in the municipal nursing homes may be unsatisfactory.
