"At" tells you general location. You could be in the airport (inside the building), outside the airport (Where you might pull in), on a plane (that hasn't taken off yet), or anywhere around the airport, and all of these would be "at" the airport. Using "in" is more specific and specifies that you are inside the building. Since being "in" the airport is included with the preposition "at," most people just use "at."
